Services supporting young Salford people not in education, employment or training (NEET) are to be brought back under council control.

From Spring 2026, services will be delivered through the council’s Skills and Work team as part of its wider Good Growth strategy to improve opportunities and outcomes for young people across the city.

The decision marks an investment in some of Salford’s most vulnerable young residents.

The council hopes to provide a more responsive, flexible and joined-up offer that better meets the needs of young people.

Councillor Teresa Pepper, Lead Member for Skills, Work and Business Support at Salford City Council, said: “We want to do the best we can for our young people, and this decision is about putting them at the heart of the service and ensuring they get the right support at the right time.

“By bringing the service in-house, we can have the agility to work together across council services to maximise the impact for young people.”

Changes include closer collaboration with existing council departments, including links to the adult services within the Salford Employment Hub.

There will also be stronger partnerships with schools, youth services, employers and community organisations.

A more flexible and personalised approach will be taken particularly for young people facing the biggest barriers to jobs and training.

This reformation is part of Salford City Council’s wider pledge to become a Child Friendly City – a place where every young person has the opportunity to thrive, regardless of circumstances.

It also supports the city’s Good Growth priorities, aimed at ensuring inclusive economic development that benefits all residents.
